Russian President Vladimir Putin claims that the US push to create missile defence shields in North America and Central Europe are to blame for starting a new arms race and potentially a new Cold War.

Vladimir Putin made the claims in a news conference following a successful test of a new Russian intercontinental ballistic missile, capable of carrying 10 warheads and said to be faster than any proposed missile defense shield reaction time. The Russians argue that missile defense shields will offset the nuclear strategic balance around the world.

The missle test is meant to show that the Russians are taking the missle defense shield plans seriously and that missle technology can and will continue to evolve to find a way around or through any proposed shield. The new missle, an RS-24, was specifically designed and built to evade missile defense systems.

Putin said "Our American partners have left the ABM (Anti-Ballistic Missile) Treaty," and "We have warned them then that we will come out with a response to maintain the strategic balance in the world." He pointed out recent military buildups in Eastern Europe: "A new base in Bulgaria, another in Romania, a site in Poland, radar in the Czech Republic. What are we supposed to do? We cannot just observe all this."

Could Bush and Putin be starting a new era in the Cold War between USA and Russia? Is all this military build-up a response to new and soon-to-be-new states within the 'Nuclear Weapon' club? Time will tell.
